There's nothing about it on the council's website about their impunity towards the homeless.
Doug digs into his shepherd's pie with veggies.

(appreciating the meal)
Bloody tasty!
Doug starts chatting with HOMELESS DAN, a man with a recently replaced knee, living out of his car with his trusty companion, Susie the female Rottweiler.
HOMELESS DAN
(angry about his past experience)
I'm pissed about these two people I befriended. They stole my trailer and tools while I was in jail. I let them stay at my house, and the bastards didn't pay rent.
Dan's anger is palpable, fueled by the betrayal of his so-called friends.
HOMELESS DAN
(serious, but restrained)
I'd slash their throats...
He takes a moment, reflecting on his current situation.
HOMELESS DAN
(softening)
But, honestly, I couldn't be any happier living out of my car with Susie. She's a big softie, always looking for a pat.
The protagonist and Doug continue to bond with the people at The Hub, sharing stories and experiences in a Hunter S. Thompson-style Gonzo environment.
