To Whom It May Concern,

I am writing to provide an update on my current mental health situation and to clarify recent events that have caused significant distress, particularly involving my interactions with law enforcement and financial institutions.

I have been under the care of Dr. Manish Chauhan, Consultant Psychiatrist, since August 2024. I have been diagnosed with complex mental health conditions, including Dissociative Identity Disorder (DID), Post-Traumatic Stress Disorder (PTSD), Attention Deficit Hyperactivity Disorder (ADHD), and Autism Spectrum Disorder (ASD). These conditions are compounded by a history of trauma, neurological sensitivities, and ongoing medication management.

One of the most challenging aspects of my condition is the presence of an alternate identity, “Frank Russell,” which emerges during periods of stress or when I am off my prescribed medication (Vyvanse). This identity is not a fictional character but a deeply integrated part of my psychological structure. During dissociative episodes, I genuinely believe I am Frank Russell, and this has led to confusion and complications—particularly with police and financial institutions.

Recently, I was involved in an incident where I was fined by police after being flagged by Bendigo Bank’s internal systems. The officers involved were visibly confused and embarrassed, as I had identified myself as Frank Russell. I have dashcam footage of this interaction, which I am willing to share if needed. I believe this situation could have been avoided with greater awareness and sensitivity to my condition.

I am not writing this letter to place blame but to advocate for understanding and transparency. I am currently experiencing financial hardship and have been unable to access my bank account. I respectfully request a review of my situation and assistance in accessing my funds so I can continue my treatment and maintain stability.

Attached to this letter is a formal statement from Dr. Chauhan confirming my diagnoses and treatment plan. I am committed to managing my condition responsibly and continuing my recovery with the support of my medical team.

Thank you for your time, your understanding, and your compassion.

Sincerely,
Ivan Brecevic
(aka Frank Russell, during dissociative episodes)
