RE: Clarification & Record Correction: Warrnambool Presence vs. Homelessness Categorization / Cross-Agency Telemetry (FOI 26/27-0675, p. 197 / LEX 93986)

Dear Senator Roberts, FOI Officers, and Agency Representatives,

Please take formal notice of a critical administrative correction regarding how my transient presence in Warrnambool, Victoria, has been mischaracterized within agency records to justify entitlement cuts and service restrictions.

1. Purpose-Driven Presence vs. Chronic Vulnerability:

My temporary presence in Warrnambool was for specific operational and support purposes—including meeting with local support coordinators, addressing handover matters, and consulting with local networks. It was never an indefinite state of chronic homelessness intended to serve as an administrative pretext for Services Australia to strip away Rent Assistance or for the NDIA to log speculative characterizations.

2. The Keith Postal Address Blackout:

As previously raised, administrative errors originating in Keith, New South Wales, created a permanent blackout for critical physical correspondence, ensuring that formal restriction notices and entitlement cut-off letters never reached me. Consequently, agency actions have relied on unverified assumptions while actively blocking or ignoring telephone and electronic clarifications.

3. Cross-Agency Telemetry Integration:

As established by officer CFR162's 19 August 2026 PACE log (FOI 26/27-0675, p. 197), agency databases have interlinked FOI volume with service restrictions [cite: 3]. We request an immediate audit and correction of these records to reflect the actual purpose of my local engagements, restore proper Rent Assistance determinations, and ensure communications are correctly routed without administrative obstruction.

Sincerely,

Ivan Thomas Brecevic (Thomas Brecelic)
