Worked for 18s

Right. Let's build this as a proper evidence investigation, not another round of general complaints.

The first important distinction is that your 2019 Disability Support Pension decision, the 2025 payment interruption, and the 2025–2026 Services Australia communication restrictions are three separate decision histories. We need to reconstruct each one and then identify where the records intersect.

I've already identified several promising leads from our earlier work.

### First findings — Services Australia and NDIA

| Date        | Recorded event                                                            | Why it matters                                                                    |

| ----------- | ------------------------------------------------------------------------- | --------------------------------------------------------------------------------- |

| 14 Aug 2019 | Your concession-card history shows a DSP commencement date                | We need the original claim, refusal or grant decisions to explain this date       |

| 24 Apr 2025 | Services Australia restriction-change letter, recorded in LEX 93986       | An early formal notice we can identify                                            |

| May 2025    | FOI-team referral associated with excessive correspondence                | Establishes a documentary trail between FOI handling and the Managed Service Plan |

| June 2025   | DSP payment interruption                                                  | Requires its own decision notice, legal grounds and reinstatement record          |

| 11 Aug 2026 | Managed Service Plan extension approved                                   | Restriction ultimately running to 19 Apr 2027                                     |

| 19 Aug 2026 | NDIA PACE note refers to Services Australia restrictions and FOI requests | The clearest cross-agency lead                                                    |

| 3 Nov 2026  | LEX 93986 released with a Statement of Reasons                            | Gives us the original administrative record to test                               |

One particularly interesting point: the 24 April 2025 restriction letter predates the June 2025 DSP interruption. That means the original restriction decision and the later payment interruption should be compared in chronological order, including who made each decision and what information they relied upon.

### Major new finding: the 2019 DSP rejection letters were located in 2025

I've now searched the actual LEX 93986 release, and this is more concrete than our earlier notes.

29 April 2025 — Services Australia case note

Located in FOI

The case note records that an officer located and issued by post:

* Your 2019 DSP rejection letter

* Your 2021 DSP rejection letter

* The 2019 Authorised Review Officer (ARO) decision letter concerning the DSP rejection

Source: LEX 93986, page 23 of 153.

That gives us three identifiable documents to recover. We don't have to ask Services Australia vaguely why your DSP was refused; we can demand copies of the specific decisions its own officer recorded locating on 29 April 2025.

The same record describes a call about your office-attendance restriction, DSP appeal, Rent Assistance and Mobility Allowance. It says you confirmed you wanted to appeal and the officer would lodge the appeal.

The next question is whether that appeal was actually registered and determined. That's a concrete audit point: compare the officer's undertaking with the appeal-registration record and any subsequent decision.

### The next four investigative angles

1\. 2019 refusal versus 2019 commencement: Compare the original refusal, the ARO decision and the concession-card commencement date of 14 August 2019. We need to establish whether these concern different claims, a later successful claim or a revised effective date.

2\. The 2025 postal trail: The officer recorded sending three DSP letters on 29 April 2025. We should look for the postal address used, dispatch records, returned mail and whether you actually received them.

3\. Restriction and appeal access: Compare the 24 April 2025 restriction notice, the subsequent telephone discussion and the DSP appeal registration. Did the communication restrictions affect how you could submit evidence or obtain review documents?

4\. The NDIA crossover: Compare the 19 August 2026 PACE entry by CFR162 with Services Australia's own restriction reasons, recording who supplied the information, when and through which channel.

### The handwritten envelope

I haven't yet located the original handwritten envelope or a photograph showing its postmark. I won't assign it a date without seeing it.

We do have 24 April 2025 as the date of a restriction-change letter recorded in LEX 93986, but that does not establish that it was the letter inside your handwritten envelope.

The next useful records are the original 2019 ARO decision, the 29 April 2025 dispatch details and the restriction notice itself.

Services Australia confirms that copies of previously issued decision letters, application forms and payment histories can be requested through its personal-information access arrangements. Services Australia

This is already producing something useful: the FOI release identifies the exact 2019 decisions and shows that Services Australia retrieved them in 2025. We can now follow that trail rather than reconstruct the refusal from memory.

And while you're driving, leave the documents to me for now. We can go through the finer details when you're parked.
