Dear Services Australia, NDIA, Victorian Government, National Redress and oversight representatives,

HIP HIP HOORAY! SERVICES AUSTRALIA HAS FINALLY RELEASED DOCUMENTS.

After months of correspondence, requests, extensions and administrative disputes, Services Australia has provided a documentary release under Freedom of Information reference LEX 93986, dated 3 November 2026.

Thank you to FOI officer Sam for providing the statement of reasons and accompanying records.

This is a significant development in the Truth Sequences evidence archive.

1. WHAT THE RELEASE ESTABLISHES

The first page of the released records identifies an active Management of Services Profile (MSP) with the following settings:

- Classification: Reactive

- Commencement: 20 August 2026

- End date: 19 April 2027

- Telephone: Partially restricted

- Written correspondence: Available

- Face-to-face service: Restricted

These are not speculative allegations. They are settings recorded in Services Australia's own administrative system.

2. THE FOI DEADLINE

Services Australia's statement of reasons acknowledges that the statutory deadline of 22 October 2026 was missed.

The agency consequently recorded a deemed refusal under section 15AC of the Freedom of Information Act 1982.

Three documents were subsequently released administratively, subject to redactions.

I welcome the release while maintaining my right to challenge the completeness of the disclosure and any applicable exemptions.

3. THE CENTRAL ACCOUNTABILITY QUESTION

The existence of a restriction is now established.

The next questions concern the evidence, decision-making authority, proportionality, duration, accessibility adjustments and review processes underpinning that restriction.

I have separately requested these records from Services Australia.

4. CROSS-AGENCY INFORMATION HANDLING

NDIA FOI 26/27-0675, Part 3, page 197, contains an August 2026 note referring to a Services Australia restriction and FOI activity.

The Services Australia release independently confirms that a restriction was active during that period.

The remaining documentary question is how information concerning that restriction entered the NDIA record, whether it was accurate, and whether any interagency communication or system transfer occurred.

I request that the relevant agencies preserve records capable of identifying the source and handling of that information.

5. VICTORIAN REDRESS AND NATIONAL REDRESS

I am also pursuing historical records concerning an earlier $10,000 redress payment and psychological care services that I previously received.

Those services were subsequently discontinued, according to my recollection, with reference to assistance previously received through National Redress.

I request clarification of the relevant program decisions, eligibility assessments, cessation records and any authorised information sharing between the responsible Commonwealth and Victorian departments.

I appreciate the constructive engagement of David in the Victorian Redress Counselling service regarding the retrieval of historical paperwork and access to counselling.

6. THE NEXT STAGE

This correspondence is a documentary release notice and accountability update. It is not an official FOI determination or a claim that every outstanding issue has been resolved.

The next stage is to compare the released records with the agency's operational policy, the contemporaneous call records, previous correspondence and the statutory review framework.

The questions are straightforward:

Who made the decisions? What evidence was relied upon? What information was shared? What review was undertaken? And what corrective action is available where records are inaccurate?

The release of documents is a welcome beginning, not the end of that examination.

Thank you to the recipients who have continued to read, respond and engage with this correspondence.

And finally, to Services Australia:

Hip hip hooray. The documents have arrived. Now we can read what the records actually say.

Kind regards,

Thomas Brecelic
