Fear and Loathing on the Compliance Trail: The APM Demerit Carousel
24 October 2026 · First-person reporting and commentary · Draft for review
Living in a vehicle, I have more immediate concerns than reconstructing old compliance decisions. Yet here I am, chasing the records behind penalties that APM says were removed, while the explanation remains unfinished.
Welcome to the demerit carousel. The administrative ride ends on paper; the person who rode it is still asking what happened.
This instalment of Fear and Loathing on the Compliance Trail starts with APM’s own written response and the questions I sent back on 24 October. The Kafkaesque quality is my experience of the process. The evidence is in the correspondence.
What APM confirms
In its email of 22 October 2026, APM confirms that compliance events relating to job-search requirements were applied on 15 September 2023 and 15 January 2024. Its next sentence is direct:
Both demerits were subsequently removed.
That establishes the removal. It does not explain why the original decisions were made, why they were reversed, or whether any associated notes were corrected. Those are the records I requested in today’s follow-up to APM and the Department of Employment and Workplace Relations.
APM’s response also states:
We have no further information to provide regarding these matters.
Those two sentences sit awkwardly together: the demerits were removed, and there is no further explanation in this response. Removal alone does not establish that the penalties were retaliatory, or that my complaints caused their reversal.
For me, this is the maddening part of the compliance trail. A penalty can disappear while the explanation remains out of reach. I want to see the original entry, the evidence, the correction and the destination of any information shared elsewhere.
The provider’s position belongs in the story
APM says it has repeatedly reviewed these complaints and considers them finalised unless new, relevant information is supplied. It says Centrelink, rather than APM, conducts Job Capacity Assessments. It also says its records do not show communication with The Loft Café about the end of my employment.
On my disputed telephone reimbursement, APM gives a specific chronology: it says I transferred providers on 4 March 2024 and bought the phone on 11 March. It says that timing was the reason it declined reimbursement. I continue to seek the original communications about the contribution I say was promised.
On access to case notes, APM says it supplied its application process in February 2024 and never received a completed form. My follow-up asks for the form again and an accessible way to submit it. That explanation needs to be recorded alongside my complaint.
What today’s emails add
My 24 October follow-up asks for the reasons for removing the demerits, the correction history, the original placement records and an explanation of any contact restrictions. A separate Loft Café addendum records my allegations about wage-subsidy discussions and the circumstances of my departure. That addendum is my account; it does not independently establish retaliation or misconduct. The underlying employment documents and the employer’s response still need examination.
The question is concrete: what did the records say, what changed, and who can show the working?

The demerits came off. The questions stayed.
That is where this instalment of Fear and Loathing on the Compliance Trail begins: with an employment-services provider’s own written response, followed by the questions I sent back today.
